The quality management department was established in June 2017. It was originally the quality control management department (including the information section) combined with the quality assurance division for the purpose of the necessary development and integration of the center. The department is now part of the larger hub working alongside with the center and Shanghai’s clinical laboratories in medical institutions at all levels. The quality management department is based upon the maintaining of smooth operation of the three quality systems of the center, and is responsible for the organization and coordination of various quality assessments (proficiency testing /measurement audit) etc. in clinical laboratories in medical institutions of all levels. In order to ensure the quality of the department’s service and meet the needs of clinical laboratories, the department applies the "polite communication, serving with a smile" policy, and has established and strengthened the "first question accountability system".

 

The main responsibilities of the department are:

 

1.       Managing the purchase of medical equipment for clinical laboratory in medical institutions at all levels in Shanghai.

 

2.       The distribution and delivery of internal control and external survey materials.

 

3.       To analyze statistics and reports of internal quality control data, to manage the control software, to collect and analyze statistics from EQA.

 

4.       To be responsible for the creation, maintenance and management of the center’s official website, its computer room, internal network and computer hardware and software.

 

5.       To assist the center's management in establishing and constantly improving the internal quality management system in the laboratories; to ensure effective operation and continual improvement of the quality management system of laboratory testing, their performances and system management.

 

6.       In accordance with the quality management system requirements and the annual plan, to organize internal quality system audits to assist the management of the center in conducting annual reviews of the management system.
