Shanghai Center for Clinical Laboratory(SCCL), affiliated to Shanghai Health Bureau, was established on January, 1954. At the time of its foundation, there was no similar institute particularly for laboratory medicine and it started as the most influential organization of clinical laboratory. Its original name was Shanghai Municipal Medical Laboratory Institute, changed to Shanghai Medical Laboratory Institute on January, 1979 and set as the current name on May, 1985.
On January,1999, Shanghai Quality Control Center of Clinical Laboratory was approved to set up by Shanghai Health Bureau to serve as its technical backup center for quality monitoring and management of clinical laboratories in Shanghai. SCCL has 16 divisions and 11 of them correlate with routine clinical laboratory commitments. We also have an editorial office which publishes the journal “Laboratory Medicine”. Our center has been designated as the WHO Collaboration Center for Reagent Production for years.
SCCL has an area of 9932m2 and the building area is 5510m2. SCCL is awarded as Outstanding Organization in Shanghai Health Bureau, Advanced Organization of Publicity in Shanghai Health Bureau, Advanced Organization of Comprehensive Management in Shanghai Science and Education and Pudong District, Shanghai Safety Unit, Advanced Organization of Patriotic, Sanitary and Healthy Unit.
SCCL owns appropriate testing environment, sophisticated instruments and professionals. Our center was approved by CNAS on June, 2002. In order to assure the traceability to international or national standards, all the measuring devices are calibrated and certificated according to national criteria. Meanwhile, reference labs are under establishment referring to the international levels, so to support the traceability of control materials and calibrators. Our center not only provides service for local EQA, but participates other EQA schemes, e.g. offered by WHO. Through these proficiency testing programs, center can make sure its accuracy of testing result and its reliability of testing report.
Major Commitments
The major commitments of our center are:
1. In charge of quality management, supervision and service of all clinical laboratories in Shanghai and to promote the harmonization of testing items and standard operation procedure.
2. Participating establishment of related national standards or criteria with regard to quality management of clinical laboratory, instruments, reagents and so forth.
3. Researching the clinical-lab-related disciplines’ layout, opening of new testing items, usage of specific technique and facilities, in order to provide the scientific basis for decision making process.
4. Responsible for selection of up-to-date information on laboratory medicine, for having workshops and further promoting these new theories, state-of-art technology and method.
5. Planning for the development of in Shanghai, holding training courses and continuing education program. SCCL is authorized by Shanghai Health Bureau for its duty as the examiner of hospital resident in the field of clinical laboratory.
6. Cooperating with WHO as the Coordination Center for Reagent Production in order to develop the measurement method and control materials suitable for developing countries.
7. Evaluating the IVD instruments and reagents, in charge of testing and clinical assessment as the third party.
8. Testing for clinical samples.
9. Acting as identifying organization for the medical accidence, undertaking the sample measurement of disputable medical accidence.
10. Owning Laboratory Medicine.
